Great British Energy – Nuclear (GBE-N) has today announced the appointment of new non‑executive directors to its Board, reinforcing the organisation’s commitment to strong governance, strategic oversight, and sector‑leading expertise.
The appointments bring extensive experience spanning complex project delivery, public and private finance, energy sector regulation, and human resources. The non‑executive directors will support the Chair, Simon Bowen, and the incoming Chief Executive, Simon Roddy, providing independent oversight and constructive challenge as GBE-N delivers the first Small Modular Reactors (SMRs) in Europe at Wylfa in North Wales and continues to advise government on the UK nuclear programme.

The new non‑executive directors will play a key role advising on GBE-N’s critical roles of delivering the government’s small modular reactor programme, backed by over £2.5 billion across the Spending Review period, and supporting the recently published Advanced Nuclear Framework for privately led projects.

Biographies
David Goldstone CBE is a senior leader in government finance and major programme delivery, serving as HM Treasury’s representative on the HS2 Board and a non‑executive director of the Submarine Delivery Agency. He previously led Parliament’s Restoration and Renewal Delivery Authority, steered multi‑billion‑pound transformation at the Ministry of Defence as COO and oversaw the Government’s £9.3 billion investment in the 2012 Olympic and Paralympic Games. A trained CIPFA accountant, he has extensive experience driving value, financial stewardship and successful delivery across some of the UK’s most complex infrastructure programmes.
Richard Morse is an investment banker with over 45 years’ experience in energy and infrastructure. He is currently a partner at Opus Corporate Finance, advising on energy transition and climate‑related investments, and serves as Chair of The Renewables Infrastructure Group. His previous roles include Deputy Director General of Ofgem, senior positions at Kleinwort Benson, Goldman Sachs and Greenhill International, and non‑executive posts such as Chair of JLEN Environmental Assets (now FGEN) and Deputy Chair and Audit Chair of Bazalgette Tunnel Limited, the company behind Thames Tideway Tunnel.
Gareth Price is an energy and infrastructure lawyer with nearly three decades of experience at Allen & Overy, where he began his career as a trainee and was appointed Partner in 2003. He went on to serve as Global Head of the Projects Group and Global Co-Head of Energy, advising on the development, acquisition, disposal and financing of major energy and infrastructure assets worldwide. In February 2020, Gareth was elected Global Managing Partner of Allen & Overy, a role he held until July 2023.
Tracy Sheedy is an experienced Chief People Officer and Chartered Fellow of the CIPD with executive and non‑executive leadership experience across sectors including chemicals, medical devices, housing, defence, technology and manufacturing. She is a Non‑Executive Director at Tracsis plc, Orbit Group, and Defence Equipment & Support (DE&S), where she also chairs key remuneration and nomination committees. Her expertise spans executive remuneration, workforce reward, culture and engagement, M&A, talent management, international HR, sustainability, and diversity and inclusion.
Dr Rebecca Weston is a senior nuclear leader with over 25 years’ experience delivering complex, highly regulated programmes across the UK sector. As Director General in the Ministry of Defence’s Defence Nuclear Organisation, she led national resilience capabilities with industry, academic and international partners. Previously, as COO of Sellafield Ltd, she oversaw site‑wide operations and major programmes including waste retrievals, nuclear material management and decommissioning. A Fellow of the Royal Academy of Engineering, she brings broad executive leadership across commercial, technical and operational roles, supported by degrees in Physics, an Oxford MBA and an engineering doctorate.
